Tony Chou - Founder
Founding Partner, UBS Tony Chou is a Founding Partner of Harmonia Family Wealth at UBS International, where he leads a team dedicated to comprehensive wealth management specializing with family offices. Tony previously served as a Venture Partner at K50 Ventures/Actions Capital, where he specialized in healthcare and life sciences investments. He also served as Managing Director at Oak Family Investments and Opsis Capital. Beyond his professional work, Tony is deeply committed to civic leadership and public service. He currently serves as the Mayor of San Marino and a Commissioner for Los Angeles County. Tony is dedicated to fostering community growth and bridging the gap between financial stewardship and public impact.
Arthur Kuan - Founding Board Member
Chairman & CEO, CG Oncology Arthur Kuan serves as Chairman and CEO of CG Oncology, where he leads the mission to develop bladder-sparing therapeutics for patients worldwide. This mission is deeply personal, driven by the loss of his father to cancer. Arthur’s leadership in the biotech sector has been recognized with the EY Entrepreneur Of The Year® Pacific Southwest Award and a spot on the Forbes 30 Under 30 Healthcare list. He actively shapes the future of oncology research as a Board Director for the Lustgarten Foundation and a member of the IP Commercialization Strategy Committee at Moffitt Cancer Center. Previously, he was a Founding Member of Ally Bridge Group and held roles at Themes Investment Partners and Dinova Capital. Arthur holds an M.S. in Biotechnology from Johns Hopkins University and a B.A. in Biology from the University of Pennsylvania.
Stephen Chen - Founding Board Member
Founder, Scanwell Health & Learn To Be Stephen Chen is a serial entrepreneur passionate about democratizing access to healthcare and education. He founded Scanwell Health, which pioneered smartphone-enabled at-home diagnostics and was subsequently acquired by Becton, Dickinson and Company (BD). At Scanwell, he developed the first FDA-cleared over-the-counter urine testing app, transforming how patients monitor chronic conditions from home. Stephen also founded Petnostics, a pet health startup featured on Shark Tank. Dedicated to closing the opportunity gap for underserved students, Stephen founded the non-profit Learn To Be Foundation, which provides free, high-quality tutoring to children in need. He holds an MBA from Harvard Business School and a BSE from the University of Michigan.
Shuang Liang - Founding Board Member
Shuang Liang is an early-stage technology investor with expertise spanning North America, Asia, and Europe. With a career focused on strategic development for emerging technology ventures and cross-border trade collaborations, she operates at the intersection of innovation and impact. Aiming to support community advocacy and foster future leadership that bridges cultural and knowledge gaps, Shuang actively supports Advancing Justice Asian Americans (AJ-SoCal), lends time and resources to the education program Teach2Serve, and serves as a Leadership Council member at China Institute's Next Generation Serica Initiative (CINGS).
